Zaldy Ampatuan invokes right to silence

GENERAL SANTOS CITY, Philippines—Gov. Zaldy Ampatuan of the Autonomous Region in Muslim Mindanao invoked his right to remain silent during a custodial investigation here by elements of the Central Midnanao police’s Criminal Investigation and Detection Group on Saturday. He refused to cooperate and answer questions when asked about the Nov. 23 massacre, said a police source who spoke on condition of anonymity. The source said Ampatuan arrived here around 9:15 a.m., escorted by the police and a seven-vehicle convoy from Shariff Aguak, Maguindanao, where he was earlier taken into custody by the military. Ampatuan, the source said, was immediately brought inside the CIDG office at the Camp Fermin G. Lira, Jr. here, where the investigation was immediately conducted. Journalists, who were waiting for Ampatuan’s arrival, were barred from the CIDG office. Police officers even tried to discourage journalists by saying he was no longer there. But the source admitted that ARMM governor was still inside the CIDG office although only his relatives and three lawyers were allowed to talk to him. “It’s not yet sure whether Ampatuan will be brought to Manila,” he said. A member of the panel of prosecutors organized by the Department of Justice said it was necessary to clarify if Ampatuan was under arrest, which is what the military had said earlier. If he was arrested, he should be referred to the DOJ for inquest, Leo Dacera, DOJ senior state prosecutor, said. Dacera said Ampauan’s status remained unclear because the prosecutors have not received any documents pertaining to him. Meanwhile, Ampatuan was also uncertain about his status, lawyer Emmanuel Fontanilla said. He said it was not clear to the ARMM governor if he was just invited for questioning or if he was already under arrest. But Fontanilla said Ampatuan was hoping that due process will be upheld. “Despite what happened, the governor still believes in due process,” he said. Fontanilla said Ampatuan was worried about his security inside the CIDG office despite the security being provided by the local police.

20 militiamen arrested in Maguindanao raid – police

Twenty militiamen were arrested Saturday during a martial law raid on a warehouse owned by a politician accused of carrying out an election-linked massacre, police said. National police chief Director General Jesus Verzosa said the 20 men were arrested in Mamasapano, a town in the southern province of Maguindanao, when police officers and soldiers raided the warehouse of Andal Ampatuan Jr. Ampatuan Jr. has been charged with murder over the massacre of 57 people on November 23 in Maguindanao. President Gloria Arroyo imposed martial law in Maguindanao late on Friday as part of efforts to crack down on the Ampatuan clan. Andal Ampatuan Jr.'s father was the governor of Maguindanao.

Martial law declared in Maguindanao—sources

President Macapagal-Arroyo placed Maguindanao under martial law last night “for the purpose of arresting the Ampatuans,” according to highly-placed sources who cannot be named for lack of authority to talk on the matter. Ms Arroyo named Lt. Gen. Raymundo Ferrer to take administrative control of Maguindanao province, the sources also said. Interior and Local Government Secretary Ronaldo Puno confirmed placing Maguindanao under martial law was discussed in a National Security meeting yesterday afternoon but said he was not aware if any action had been done to implement it “because I’m no longer there!” “But there was no decision made,” Puno said in a telephone interview Friday night. “Ask Bert Gonzales,” Puno said, referring the Inquirer to Defense Secretary Norberto Gonzales on whether Maguindanao had been already placed under military rule. Presidential legal counsel Raul Gonzalez and Press Secretary Cerge Remonde also confirmed martial law was discussed during the meeting. Only last Saturday, President Arroyo ordered Puno to take over the administration of the Autonomous Region of Muslim Mindanao (ARMM), with authority to suspend members of the influential Ampatuan family allegedly involved in the grisly Nov. 23 massacre of 57 people, including members of the rival Mangudadatu family. Puno said his “supervisory control” over ARMM was applicable only “under normal condition.” Puno maintained he did not know Maguindanao had been placed under martial rule. “I don’t know about that, unless they have done something that I don’t know,” he said. The military yesterday expressed surprise at how powerful weapons and thousands of bullets supposed to be kept in the government armory ended up virtually in the backyard of the Ampatuan clan. Wearing bulletproof vests, soldiers and police the other day dug up antitank weapons, assault rifles and machine guns from a vacant lot a few hundred meters from one of the houses of the Ampatuan family—a known political ally of President Macapagal-Arroyo—in Shariff Aguak in Maguindanao province. Some of the firearms and the boxes of ammunition bore the markings of “Department of National Defense Arsenal,” “PNP [Philippine National Police] Camp Crame,” police said. Sen. Rodolfo Biazon, former AFP chief of staff, said he was “aghast” at the find and said he would ask for a Senate investigation next week on who was responsible for giving such a huge arms cache presumably to the Ampatuans. “Only the military can have this weapon,” he insisted in a phone interview. “Nobody can possess them, except for the military and the police, once in a while.” PNP chief Jesus Verzosa was taken aback on learning that the recovered firearms included two antitank weapons. He said only government forces were allowed to purchase and carry these kinds of weapons. “We can estimate that these types of weapons could supply a battalion of soldiers,” Verzosa told reporters in Camp Crame. Armed Forces spokesperson Lt. Col. Romeo Brawner Jr. said the 260 boxes of 5.56-mm ammunition that were dug up were exclusively manufactured by the government arsenal in Bataan for the AFP and the PNP and other uniformed personnel. The discovery of the weapons and ammunition cache came 10 days after gunmen allegedly linked to the Ampatuan family slaughtered 57 people, including dozens of journalists, and followed appeals from around the country and from around the world for Ms Arroyo to crack down on the Ampatuans. In a follow-up raid yesterday, security forces also searched the mansion of Mayor Andal Ampatuan Jr. of Datu Unsay town, who is facing 25 counts of murder over last week’s slaughter. He is now detained at the National Bureau Investigation in Manila. AFP probe The discovery of the arms cache—which officials said represented enough firepower for an entire Army battalion—has prompted the military to launch an extensive investigation into possible gunrunning among its ranks. “We were surprised at the find and more surprised to (dig up) government arsenal ammunition,” Brawner told the Inquirer. “We will not hesitate to prosecute anyone who is found to be guilty of gunrunning or selling ammunition to anyone who is unauthorized... even our retired personnel will not be spared,” Brawner told reporters. Higher-ups involved Biazon said there should be an explanation from the military. It’s possible “some higher-ups” were involved, Biazon said, adding what he wanted to know was up to “what level” they belonged to. Armed with metal detectors and using sniffer dogs, troops dug up ammunition and sophisticated weapons in excavations throughout Thursday up to late into the night, the military said. Diggings were continuing in search of guns which might have been used in the Nov. 23 massacre, according to officials. The guns and the ammunition found in Thursday’s excavations were buried meters deep in the ground about 300 to 500 meters from the house of one of the Ampatuans, military and police officials in Manila said. “This belongs to a warlord,” said Col. Leo Ferrer, area army brigade commander. He did not elaborate. The excavations also yielded military uniforms. “They are looking for guns, bullets, everything. The warrant covers everything,” regional military spokesperson Lt. Col. Jonathan Ponce said. Ampatuan houses raided Four simultaneous raids conducted yesterday by joint police and military units on other houses of the clan yielded live bullets, one mortar shell and boxes of empty magazines. Verzosa said police investigators were coordinating with the logistics officers of the PNP and AFP to find out why some of the firearms and boxes of ammunitions carried PNP and DND markings, suggesting they came from the arsenal of state security forces. If they did come from state arsenals, the next question is: Why were they buried deep in the ground? “We will try our best to trace the origin of these armaments and then we will try to compare it with the inventories of our different state forces,” Verzosa said. Search warrants Verzosa said search warrants were also issued for the residences of Ampatuan patriarch Andal Sr. and two homes of Mamasapano Mayor Akmad Ampatuan. He said the site where the high-powered weapons were found buried was “fresh.” “We were able to trace where they buried the high-powered firearms that were apparently used by the suspects in the massacre,” Verzosa said. “These firearms could have been used in the massacre and other crime incidents in Maguindanao in the past,” he added. Lawmen earlier said they had received tips from residents that firearms had been dumped in the vacant lot several hundred meters from the residential compound of Andal Jr. Verzosa, however, said the proximity of the site where the weapons were excavated may not be enough of an evidence to file new criminal cases. Colonel Ferrer said on GMA TV Network: “We believe these (guns) were used during the massacre.” Armored carriers Backed by armored personnel carriers, soldiers and policemen yesterday searched the houses of Andal Jr. and his brothers, Zaldy and Sajid. The house of Andal Jr. yielded boxes of empty firearm magazines. “We recovered a mortar shell outside the compound in the third house,” Ferrer said.

TUBOD, SND FARMERS TRAIN FOR COCO SUGAR PRODUCTION

Tubod, Lanao del Norte-It has been found out that coconut sugar production is a viable source of income for coconut farmers aside from the natural and nutritional value coconut sugar contain, hence, Tubod and Sultan Naga Dimaporo farmers underwent a one-day training at the Lanao Aquamarine Fisheries Center for Community Development (LAFCCOD) office in Maranding, Lala, this province on October 30. Based on market research and feasibility studies conducted, the demand for coco sugar is high and finished products are purchased at P115.00 per kilo. By reason of the product’s market potential, the Provincial Cooperative Office under Mr. Rodrigo S. Gamit, Golden Arrow Vision of Life Foundation Inc. Executive Director Leah Yap and LAFCCOD encourage and advocate coco sugar production to farmers and other residents as well who are interested in venturing into this type of business as alternative livelihood. Coco sugar is beneficial to the health conscious and diabetics because it is discovered to be the best substitute for sweeteners, it contains essential vitamins and amino acids as well as macro and micronutrients. The raw coconut sugar granules are dark brown in color like the moscuvado sugar from sugarcane.

DA, BFAR EYE PANGUIL BAY FOR MARICULTURE, AQUA TOURISM

Tubod, Lanao del Norte-The Department of Agriculture (DA) and the Bureau of Fisheries and Aquatic Resources (BFAR) eyed Panguil Bay, one which is cruising the coastal boundaries of the province as a viable site for mariculture zone/park construction and aqua tourism replicating that of Sultan Naga Dimaporo and a larger one is planned. In a demonstration at the Provincial Capitol amphitheater held last November 2 attended by former Governor Imelda “Angging” Quibranza-Dimaporo, Tubod town Vice-Mayor Nelieta Q. Noval, Barangay Poblacion Chairman Vicmar Aguilar, town council, DA Regional Director David F. Ernacio and staff, Provincial Agriculturist Letecia Ditucalan and staff, BFAR consultant Perfecto Orbita and Drexel Marquez affirmed that Panguil Bay fronting Tubod town is indeed a good area for the project, seeing the sustainability of the site where the zone/park and aqua tourism is to rise. Moreover, former Governor Angging Dimaporo said that with the consultants’ affirmation, the project will be able to augment the living conditions of marginal fisherfolks, create alternative livelihood and employment, lead the province to economic growth and create opportunity for export business. The proposed mariculture zone/park and aqua tourism is an area on the sea with a communal boundary markers subdivided into “plots” for fish cage operation whether small, medium or large scale projects. Further, it has navigational lanes and storm resistant mooring system with floating security houses and ancillary support facilities such as waterhouses, cold storage, service boats and the likes. Once this plan is put into full operation, the barangays representing the marginalized sector will become the prime movers of the project due to their insurable interest for its success. Aside from that, the barangays concerned will be able to add up to their coffers through collection of taxes and fees due to them. The realization of this project will definitely enhance biodiversity and conservation of marine life for ecological balance as well as enhance the entrepreneurial ability of marginalized fisherfolks in the province. Target high value species which will be propagated in fish cages are leopard coral grouper, coral grouper, tiger grouper, humpback grouper, peacock hind, black pomfret, seabass and sergeant fish.

PROUD TO BE AN OFFICER

Leadership is not a formula or a program, it is a human activity that comes from the heart and considers the heart of others. It is an attitude, not a routine.

Being a leader you must be ready to serve and be willing to accept responsibilities. I did not expect to be elected as an officer in this academic organization of the Junior Business Executive. Officer must be patience and excellent enough to our field as one of our priorities aside from burning our midnight candle. As a contrast, to be an inspiring leader you do not have to be the smartest, or even if it makes you temporarily unpopular. Leadership doesn’t mean winning popularity contest.

Perhaps, conflicts and misunderstandings may positively arise because of the different intellectual capacities of the students. But it is only a part of growing-up to be trained and enhance its individual skills. Various activities and competitions challenge me to deal with others to the best of my ability, with the goal of considering the welfare of the students and the institution as such. I may not be an expert enough but with the rule as an officer I discovered myself that I have the talent and the ability to achieve something new that shows an honor to me and to the organization.

As elected Social Manager and Director of Media Publication and Documentation, it’s not easy because it needs alertness and enthusiasm to acquire information in whatever events that the organization accomplished, it must be accurate and reliable.

Among the activities of the first semester were the following. One was the orientation of the freshmen, shiftee, and transferee students. I cooperated with my co-officers during the registration prior to start the program at MU Covered Court. Also I served as a tour guide of the students around the school campus. Students were very excited to discover some sorts of facilities that may greatly help in their endeavors in the college. They were blessed as part of the College of Business and Management department. Next were the JBE Week Celebration, Spiritual Gathering, Bazaar Day during the 80th Foundation Anniversary of the university and lastly the Outreach Program in Bacolod Elementary School where we encountered joyful and attentive kindergarten students. With those activities I am habitually who lead the prayer and also doing my task with my c0-officers.

Although I felt tired of those different activities especially at the time of our preparations, but I learned the camaraderie, friendship and the real meaning of leadership. That was very interesting and unforgettable experienced of my college life. I never regret even if how busy I am, because I learned and I gained additional knowledge as part of my inspiration. This helps me to develop my skills and build self-confidence as media practitioners.

My heartfelt thanks and gratitude for those who trust me to do my task. To my co-officers, to our ever supportive adviser Ma’am Emie Dungog who correct my mistakes and most especially to our Heavenly Father who gave everything, and who keep us firm and strong in our determination to success.

May God bless us all.

It was the first activity in the month of June that the organization conducted. Randy Ordaga, a fourth year member of the organization, hosted the program. It started with an invocation by Genelisa A. Piedad, Director of Media Publication and Documentation; followed by the welcome address of the JBE President, Mark Cris Escobar.

The purpose of the activity was to orient the students about the organization policies and massive participation of the school activities, which was discussed by the JBE President. In this way, the students were informed about the different career opportunities in business.

Secondly, the organization activities for the school year 2009-2010 was elaborated by Genelisa A. Piedad and Apple Jane Geolin. The students were free to suggest and to participate of those activities mention. Precisely, this is for the benefit of the students to uplift their capabilities and talents with regards to program activities imposed.

As the host entertained the students, they were blissed and excited hearing those proposed program of activities. They were glad to know their JBE Officers and welcomed them in a friendly way. They were surprised with the election of year level coordinators. They wisely cast their votes. Finally, the new set of year level coordinators were Michael Lapis and Joseph Sean Sinilong for the first year level and Michael Pintac and Cherie Gal Kaamino for the second year level.

JBE WEEK CELEBRATION

The Junior Business Executives, College of Business and Management celebrated it’s JBE week various competition last August 17-23, 2009 at Misamis University, Ozamiz City. That was prepared by the organization to bring students closer relation to the profession that may have in the future. The activity brought the theme, ”FLYING HIGH FOR A SUCCESSFUL TAKE-OFF”.

According to Henry Sy, SUCCESS is not just good luck. It is a combination of hard work, good credit standing, opportunity, readiness and timing. When the opportunity comes, you have to be ready to embrace it. Otherwise, it goes to somebody else. Also success will not last if you do not take care of it.

For those who are less fortunate people, success may only refer for surviving the day without starving. For those professionals, success may mean achieving something what they wanted and expected to happen. A person may not have the talent to execute certain tasks well, although lack of talent did not prevent many person to do what they are aspiring for.

Having clarity of vision and purpose is perhaps one of the most important factors of achieving success. Without having a clear picture of what it is exactly what a man want to achieve and how are you going to go about doing it, a man’s goal will lack a sense of continuity, as what the theme suited for.
